In light of this year’s revelations about global surveillance programmes potentially monitoring all citizens’ communication, the EU institutions needed to make progress on their negotiations on a new data protection standard.[22] In October 2013, the European Parliament’s LIBE Committee supported the Commission’s proposal.[23] The aim of the reform is to put individuals back in control of their data by updating their rights (Article 8).
