Nonetheless, the Commission, which is responsible for managing the technical infrastructure of the CIS (first and third pillars), has always considered that, in the absence of additional human resources, having the CIS up and running must be a prior condition for the development by its services of any new applications, such as the customs files identification database (CFID).
