1. The first is to replace the 1988 Council Decision in line with the Edinburgh European Council's decisions on the Delors II package: - The own resources ceiling will rise from 1.20 to 1.21 in 1995 and then to 1.27 in 1999. - From 1995 the levy on the VAT base will be gradually reduced from 1.4% to 1%. - From 1995 the VAT base will be capped at 50% of GNP for countries with a per capita GNP of less than 90% of the Community average.
1. Mit dem ersten soll der Beschluß des Rates aus dem Jahre 1988 nach Maßgabe der Beschlüsse von Edinburgh über das Delors-Paket-II aktualisiert werden, die im wesentlichen folgendes beinhalten: - Die Eigenmittelobergrenze wird 1995 von 1,20 auf 1,21 und in den Folgejahren bis 1999 schrittweise auf 1,27 angehoben; - die Mehrwertsteuer-Bemessungsgrundlage wird ab 1995 schrittweise von 1,4 auf 1% gesenkt; - die Mehrwertsteuerbegrenzung wird für alle Mitgliedstaaten, deren Pro-Kopf-BSP weniger als 90% des Gemeinschaftsdurchschnitts beträgt, ab 1995 auf 50% festgesetzt.
