Stresses that any measures affecting trade must respect international trade agreements; maintains that the climate policy objectives of protecting the life and health of humans, animals and plants, and of the conservation of finite natural resources, if applied in a non-discriminatory manner and
not as a disguised restriction, are consonant with the exceptions set out in Article XX of the GATT Agreement; specifies that climate change, given its global nature, should receive legal attention; considers the fact that an atmosphere with a
