The Union Mechanism should be based on a Union structure consisting of an Emergency Response Coordination Centre (ERCC), a European Emergency Response Capacity (EERC) in the form of a voluntary pool of pre-committed capacities from the Member States, trained experts, a Common Emergency Communication and Information System (CECIS) managed by the Commission and contact points in the Member States.
Das Unionsverfahren sollte auf einer Unionsstruktur beruhen, die aus einem Zentrum für die Koordination von Notfallmaßnahmen (Emergency Response Coordination Centre, ERCC), einer Europäischen Notfallbewältigungskapazität in Form eines freiwilligen Pools von bereitgehaltenen Kapazitäten der Mitgliedstaaten, ausgebildeten Experten und einem von der Kommission und den Kontaktstellen in den Mitgliedstaaten verwalteten Gemeinsamen Kommunikations- und Informationssystem für Notfälle (Common Emergency Communication and Information System, CECIS) besteht.
