a) Flexiblere und anpassungsfähigere Strukturen: Es geht hier vor allem um die optimale Größe der Generaldirektionen und Direktionen sowie um die administrative Unterstützung und Koordinierung, die Streichung der Dienstposten des Assistenten der Direktoren (eine erste Analyse hat ergeben, daß derzeit 47 Beamte der Laufbahngruppen A und B in Posten dieser Art eingewiesen sind) und längerfristig auch um die Streichung von Beraterposten (derzeit 246, alle Besoldungsgruppen zusammengenommen).
