In 1975 the French Government created the Livret bleu savings account and entrusted Crédit Mutuel with its distribution. Following the Government Order of 27 September 1991, Crédit Mutuel gradually had to transfer the funds collected through the Livret bleu accounts to the CDC, which, in return, paid Crédit Mutuel a commission (initially set at 1.3% of the outstanding amounts concerned on CDC's books, subsequently cut to 1.1% on 1 November 2005).
Einem Erlass vom 27.
