As it was the first integrated community programme for vocational training, replacing the Comett, Eurotecnet, Force, Petra and Lingua programmes, it encountered some difficulties.

Eurotecnet projects are financed by the Member States. Some also receive funding from the European Social Fund (in connection with Euroform) or are developed in synergy with other Community training programmes such as Force, Petra and Comett and Community research programmes such as Delta.

Launched in 1990 for a five-year period and allotted an overall budget of ECU 7.5 million, Eurotecnet is designed to promote innovation in the vocational training field, taking due account of current and future technological changes and the impact of these changes on skill requirements and employment.
