Where such schemes provide for derogations from the basic requirements of the Directive in order to permit the commitments or guarantees of operation to be met, the Commission must decide whether or not they are compatible with the Directive, "taking into account, amongst other things, the size of the system concerned, the level of interconnection of the system, and the structure of the electricity industry".
Sehen die Regelungen Ausnahmegenehmigungen von den grundlegenden Vorschriften der Richtlinie vor, um die Einhaltung der Verpflichtungen oder Betriebsgarantien zu gewährleisten, so muß die Kommission entscheiden, ob sie mit der Richtlinie vereinbar sind oder nicht, "wobei unter anderem die Dimension des betroffenen Systems, der Vernetzungsgrad des Systems und die Struktur der Elektrizitätsindustrie berücksichtigt werden".
