Die Kommission wird Maßnahmen vorschlagen, durch die der Binnenmarkt optimiert und Hindernisse bei der Entwicklung erneuerbarer Energieträger in den Bereichen Stromerzeugung, Biokraftstoffe sowie Kälte- und Wärmeerzeugung beseitigt werden sollen, unter anderem durch den Abbau bürokratischer Hindernisse, durch eine verbesserte Transparenz und einen besseren Informationsfluss sowie die Anpassung und den Ausbau der Zahl der Anlagen und Verbindungssysteme.
