...[+++]ssential requirements (rural health newtorks, primary education system, water engineering and sewerage); (c) they should help to improve the social and political stability of the countries concerned by implementing operations which will facilitate the retraining and resettlement of displaced persons or returnees and former soldiers, the creation of unskilled jobs or jobs requiring few skills and income distribution which takes into account the poorest; (d) they should help to restore local institutions and the administrative structure required to manage rehabilitation and pave the way for reform.Die Programme zur Unterstützung der Rehabilitation (PUR), die flexibel gestaltet und der besonderen Lage des jeweiligen Landes angepaßt sind, müssen konkret auf folgende Einzelziele zugeschnitten sein: a)

...[+++]schulsystem, Wasserversorgung und Hygiene); c) Beitrag zur sozialen und politischen Stabilisierung durch Maßnahmen, die den Vertriebenen oder Rückkehrern und den demobilisierten Soldaten die Umstellung und Wiedereingliederung erleichtern, durch Schaffung von Arbeitsplätzen für nicht oder kaum qualifizierte Arbeitskräfte und durch Umverteilung der Einkommen auch auf die ärmsten Schichten und die von den zurückliegenden Konflikten am stärksten betroffenen Gruppen; d) Wiederherstellung der für die Durchführung der "Rehabilitationsphase" und die Vorbereitung der Reformen notwendigen institutionellen Kapazitäten und des Verwaltungsapparats in den Ländern.
