(10) Whereas this Directive, by covering collateral security provided in connection with operations of the central banks of the Member States functioning as central banks, including monetary policy operations, assists the European Monetary Institute in its task of promoting the efficiency of cross-border payments with a view to the preparation of the third stage of Economic and Monetary Union and thereby contributes to developing the necessary legal framework in which the future European central bank may develop its policy;
(10) Diese Richtlinie erfaßt auch Sicherheiten, die den Zentralbanken der Mitgliedstaaten im Rahmen ihrer besonderen Aufgabenstellung als Zentralbanken - insbesondere im Rahmen der Geldpolitik - geleistet werden; hierdurch unterstützt sie das Europäische Währungsinstitut bei seiner Aufgabe, mit Blick auf die Vorbereitung der dritten Stufe der Wirtschafts- und Währungsunion die Effizienz grenzüberschreitender Zahlungen zu erhöhen, und trägt somit zum Aufbau des erforderlichen rechtlichen Rahmens bei, innerhalb dessen die künftige Europäische Zentralbank ihre Politik entwickeln kann.
