Supports the Commission’s proposal to significantly develop voluntary service by young people at national, regional and local level, and calls on the Member States and applicant countries to play an active part in this and to remove current obstacles, including lengthy procedures for issuing visas and barriers posed by social provisions, also including specific obstacles faced by disabled people;
