Like the honourable Members of this House, the Council welcomes the Commission’s communication on developing countries, international trade and sustainable development, the role of the Community’s Generalised System of Preferences for the period 2006-2015 and, above all, the general objective outlined therein. The GSP should be stable, predictable, objective, simple, transparent and compatible with the WTO, and it must take account of the developing countries’ specific needs.
Ebenso wie die Mitglieder dieses Hohen Hauses begrüßt der Rat die Mitteilung der Kommission „Entwicklungsländer, internationaler Handel und nachhaltige Entwicklung: Die Rolle des Allgemeinen Präferenzsystems (APS) der Gemeinschaft im Jahrzehnt 2006/2015“ und insbesondere die darin zum Ausdruck gebrachte allgemeine Zielsetzung. Das APS muss sich dadurch auszeichnen, dass es stabil, verlässlich, objektiv, einfach, transparent und mit der WTO vereinbar ist, und es muss die spezifischen Bedürfnisse der Entwicklungsländer berücksichtigen.
