Die Kommission begrüßt zwar die positiven Signale der USA und unterstützt alle transatlantischen Initiativen, die baldige Änderungen anstreben, ist jedoch der Auffassung, dass die Aussichten auf einen besseren Zugang zum US-Verteidigungsgütermarkt und zur Verbesserung der Ausfuhrkontrollregelung enorm verbessert werden können, wenn Europa von einer starken Position aus handeln kann und die Schritte ergriffen hat, die erforderlich sind, um eine hochgradig wettbewerbsfähige und attraktive industrielle Basis in Europa mit eigenem großem, für die Entwicklungsarbeit erforderlichem Fachwissen und erfolgreichen Programmen sicherzustellen.
