The Commission must take all necessary measures, where appropriate in cooperation with ETSI, to promote a common and open standard for the provision of compatible UMTS services throughout Europe, in accordance with market requirements, taking into account the need to present a common standard to the ITU (International Telecommunication Union) as an option for the worldwide ITU IMT 2000 recommendation ("International Mobile Telecommunications-2000", i.e. the ITU's third-generation mobile system concept) (Article 6).
Die Kommission ergreift alle erforderlichen Maßnahmen, gegebenenfalls in Zusammenarbeit mit dem ETSI, um eine gemeinsame offene Norm für die Bereitstellung kompatibler UMTS-Dienste in ganz Europa entsprechend den Marktbedürfnissen zu fördern; dabei berücksichtigt sie, daß der ITU (Internationale Fernmeldeunion) eine gemeinsame Norm als mögliche Option für eine weltweite Empfehlung IMT 2000 vorzulegen ist (dieses Akronym für "International Mobile Telecommunications 2000" bezeichnet das von der ITU entwickelte Mobilfunkkonzept der dritten Generation) (Art. 6).
