Satellite Personal Communications Services (S-PCS) systems will offer voice, low data rate and fax services to small, inexpensive pocket size terminals from a global constellation of Low Earth Orbiting (LEOs) satellite constellations.

Satellite personal communications services will provide data and/or voice(and in the future also video) services into a fixed or protable personal terminal, approximately the size of today's terrestrial cellular phones, by means of new types of the satellite systems such as Low Earth Orbit(LEO) constellation of some 40-70 satellites overflying the surface of the earth at around 1000 km. These systems will enable global interconnectivity and mobility via the use of personal communications equipment as a complement to world-wide mobile terrestrial networks (in particular GSM).

Satellitengestützte persönliche Kommunikationsdienste (PCS) sollen - über ein Netz von 40 bis 70 Satelliten, die die Erde auf einer erdnahen Umlaufbahn (in ungefähr 1000 km Höhe) umkreisen - Daten- und/oder Sprach- (künftig auch Video-) Dienste über Satelliten an ortsfeste oder portable Endgeräte bereitstellen, die den annähernden Abmessungen eines heutigen terrestrischen Zellulartelefons entsprechen. Diese erdnahen Satellitensysteme (low earth orbit - LEO) werden die globale Interkonnektivität und Mobilität über portable Kommunikationsanlagen ermöglichen und so die terrestrischen Mobilfunknetze wie GSM ergänzen.
