13. Welcomes the Government’s intention to initiate and complete a major administrative and territorial reform before the 2015 local elections in the country; highlights, however, the importance of ensuring appropriate consultation with all local stakeholders and guaranteeing compliance of the reform with the provisions of the European Charter of Local Self-Government, including those for the protection of the rights of communities and those guaranteeing the political, administrative and financial independence of local governments;
13. begrüßt das Vorhaben der Regierung, noch vor der für 2015 landesweit anberaumten Kommunalwahl eine umfassende Verwaltungs- und Gebietsreform einzuleiten und abzuschließen; betont allerdings, dass alle Interessenträger vor Ort angemessen angehört werden müssen und dass die Reform den Bestimmungen der Europäischen Charta für kommunale Selbstverwaltung entsprechen muss, einschließlich der Bestimmungen zum Schutz der Rechte der Volksgruppen und der Bestimmungen, mit denen die politische, administrative und finanzielle Unabhängigkeit der lokalen Gebietskörperschaften gewährleistet wird;
