At the fifth meeting of the European forum for the regulation of the gas sector, which brought together national regulators, Member States, economic operators in the gas sector and the Commission in Madrid in February 2002, it was moreover agreed that in the new regulatory environment for the internal gas market, which is characterised by a multitude of players and the unbundling of the activities of the integrated gas companies, security of supply can no longer be considered the responsibility of a single party.
Auf der fünften Sitzung des europäischen Erdgasforums, an dem im Februar 2002 in Madrid die nationalen Regulierer, die Mitgliedstaaten, die Unternehmen des Erdgassektors und die Kommission teilnahmen, wurde Folgendes vereinbart: ,Im neuen Regelungsumfeld des Erdgasbinnenmarktes, der sich durch eine Vielzahl von Akteuren und die Entflechtung der Tätigkeiten integrierter Gasunternehmen kennzeichnet, kann nicht mehr davon ausgegangen werden, dass eine einzige Partei für die Versorgungssicherheit zuständig ist.
