25. nimmt die Notwendigkeit zur Kenntnis, die Verwaltungskosten der Schulen zu straffen, betont jedoch, dass die Maßnahmen zur Ausgabenbegrenzung die Grundsätze, auf denen das Konzept der Europäischen Schulen beruht, wie z. B. von muttersprachlichen Lehrkräften abgehaltener Unterricht in der Muttersprache, nicht in Frage stellen, die wichtigsten Lehrpläne, wie etwa in Naturwissenschaften und Mathematik, nicht beeinträchtigen und nicht zu Lasten der Unterrichtsqualität gehen dürfen; betont, dass für die Kinder aller Sprachgemeinschaften der Europäischen Schulen gleiche Unterrichtsbedingungen gewährleistet werden müssen;
