In line with the conclusions of the Berlin European Council, the Community more than doubled its pre-accession assistance to the candidate countries of Central and Eastern Europe since the year 2000: as proposed by the European Commission in Agenda 2000, EUR 3,174 million (2001 figures) were made available annually between 2000 and 2006 through the PHARE Programme and the two other pre-accession instruments, ISPA and SAPARD, which were introduced in 2000.
Im Einklang mit den Schlussfolgerungen des Europäischen Rates von Berlin hat die Gemeinschaft ihre Heranführungshilfe für die beitrittswilligen Länder in Mittel- und Osteuropa seit dem Jahr 2000 mehr als verdoppelt: Wie von der Europäischen Kommission in der Agenda 2000 vorgeschlagen, wurden für den Zeitraum 2000 bis 2006 3,174 Mrd. EUR (in Zahlen von 2001) über das Programm PHARE und die beiden anderen im Jahr 2000 eingeführten Heranführungsinstrumente ISPA und SAPARD bereitgestellt.
