Bei einer Kofinanzierung, bei der die öffentliche Unterstützung in Form eines Direktkredits und von ‚pure cover‘ gewährt wird und auf ‚pure cover‘ mindestens 35 % des öffentlich unterstützten Betrags entfallen, wendet der den Direktkredit gewährende Teilnehmer ungeachtet der Artikel 14 und 16 dieselben Finanzierungsbedingungen, einschließlich Gebühren, an wie das Finanzinstitut, das Unterstützung unter ‚pure cover‘ gewährt, damit die Gesamtkosten des Instituts unter ‚pure cover‘ und des direkten Darlehensgebers äquivalent sind (Gesamtkostenäquivalenz).
