The primary objective of the ‘drugs’ arrangements is not to directly replace illegal coca crops, but to promote development for its own sake, to create jobs and to diversify industrial and agricultural production, an area in which these countries are falling behind to an extent which gives rise for concern and which is, in our opinion, one of the factors that encourages the expansion of the production and trafficking of drugs.
Das Hauptziel der Drogenregelung besteht nicht darin, den illegalen Koka-Anbau direkt zu ersetzen, sondern die Entwicklung zu fördern, Arbeitsplätze zu schaffen und die Diversifizierung der industriellen und landwirtschaftlichen Tätigkeiten voranzubringen, bei denen diese Länder einen besorgniserregenden Rückstand aufweisen, was aus unserer Sicht ein begünstigender Faktor für die Ausbreitung der Drogenproduktion und des Drogenhandels ist.
