Speaking about the environment, he said that the developing countries lacked energy-efficient systems and environmental controls and that it was for the more industrialized countries, in particular the European Union, to fulfil its international obligation to help reduce the adverse environmental impact of these deficiencies and of CO2 emissions in particular.
Im Hinblick auf den Umweltschutz gab Kommissar Matutes zu bedenken, daß die Entwicklungsländer weder über effiziente Systeme der Energiegewinnung noch über ausreichende Umweltkontrollen verfügen und daß die Industrieländer, insbesondere die Europäische Union, ihre internationalen Verpflichtungen wahrnehmen und die negativen Folgen dieser Situation für die Umwelt verringern müßten - das gilt besonders für CO2.
