Although the Governing Council of the ECB could decide by a two-thirds majority to postpone the start of the rotation system until the date on which the number of governors exceeds 18, your rapporteur is of the opinion that the modalities for the rotation system, e.g. in which order the voting rights will be rotating and the frequency of rotation, should be specified as soon as possible, in order to be prepared for further enlargements of the euro area.
Obwohl der EZB-Rat mit einer Mehrheit von zwei Dritteln beschließen könnte, den Beginn des Rotationssystems bis zu dem Zeitpunkt zu verschieben, zu dem die Anzahl der Präsidenten der nationalen Zentralbanken 18 übersteigt, ist der Berichterstatter der Ansicht, dass die Modalitäten für das Rotationssystem, z. B. die Reihenfolge und die Häufigkeit der Rotation der Stimmrechte, so bald wie möglich konkret festgelegt werden sollten, um auf künftige Erweiterungen des Euro-Währungsgebiets vorbereitet zu sein.
