In the meantime, however, and following a number of visits to Belarus by the Parliamentary Troika (comprising the OSCE Parliamentary Assembly, the Council of Europe Parliamentary Assembly and the European Parliament) in connection with general and presidential elections, the state of democracy, rather than improving, has deteriorated into authoritarianism that smacks of dictatorship with an outward pretence of maintaining formal freedoms. The most recent significant development has been the refusal to renew visas for the OSCE mission in Minsk.
Mittlerweile aber, und nachdem die Troika (Parlamentarische Versammlung der OSZE, Parlamentarische Versammlung des Europarats und EP) aus Anlass der allgemeinen und der Präsidentschaftswahlen mehrfach nach Belarus gereist ist, hat sich die Demokratie in diesem Land leider nicht zu ihrem Vorteil entwickelt. Vielmehr ist Belarus in ein diktatorisch-autoritäres System abgeglitten, in dem Freiheiten noch der Form halber bestehen; das hat sich unlängst wieder einmal gezeigt, als das Aufenthaltsvisum für die OSZE-Mission in Minsk nicht verlängert wurde.
