With this in mind, your rapporteur supports the thesis that the main elements of this alternative economic strategy - pump-priming of the economy through sound infrastructure investment to be financed through the available credit mechanism of the Community, negotiated introduction of greater flexibility and reduction of working time, reduction of non-wage labour costs, broader and increased training efforts, and a more vigorous pro-active labour market policy - will have to be radicalized to combine a concerted programme investment for the future which involves the Union and the Member States (including a revised version of TENS) with redistribution of remunerated and non-remunerated labour, with shorter-duration gainful employment for men ...[+++]and women, targeted tax and national insurance relief for low-income groups in particular, a broadly based renewal and expansion of education and training as life-long requirements and opportunities, and with a policy of building up a fully fledged tertiary sector of socio-cultural and ecological services, in particular at local and regional level, by means of employment assistance measures.
