Hauptbestandteile der Strategie sind die Festlegung von Emissionshöchstwerten je Land für jeden zu Saurem Regen führenden Schadstoff, die Ratifizierung des UN-Protokolls über die weitere Verringerung von Schwefelemissionen, ein Vorschlag für eine Richtlinie zur Begrenzung des Schwefelgehalts von Schwerölen, die Überarbeitung der Großfeuerungsanlagen-Richtlinie (Richtlinie 88/609/EWG), die Ausweisung von Nord- und Ostsee als sogenannte Schwefeldioxid-Kontrollgebiete und die Förderung kostenwirksamer Maßnahmen zur Emissionsminderung in Ländern Mittel- und Osteuropas.
