The action plan includes measures relating to the conservation of these species and their habitats (e.g. prohibition, with certain exceptions, of the taking of birds and eggs, prohibition of disturbance and of trade, conservation and rehabilitation of areas), the management of human activity (e.g. hunting, eco-tourism), research and monitoring (e.g. monitoring of populations, studies of migration routes, evolution of habitats), education and information, and the implementation of the action plan (giving priority to the most endangered species).
Der Aktionsplan umfasst Maßnahmen für die Erhaltung dieser Arten und ihrer Lebensräume (Verbot des Entfernens von Vögeln oder deren Eier außer in Ausnahmefällen, Verbot von Störungen und Handelsaktivitäten, Erhaltung und Sanierung von Flächen usw.), die Regelung menschlicher Tätigkeiten (Jagd, Ökotourismus usw.), die Forschung und die Überwachung (Beobachtung der Populationen, Studien über die Populationsdynamik und die Entwicklung ihrer Lebensräume usw.), die allgemeine und berufliche Bildung sowie die Umsetzung des Aktionsplans (mit Vorrang für die am stärksten bedrohten Bestände).
