The volatile political situation in Haiti since the 1991 coup d'état, the suspension of international aid, the economic sanctions imposed by the United Nations and the Organization of American States, followed by the UN oil embargo of 1993, reinforced in May of this year by a total embargo, have plunged the country into economic and social chaos.
Das Land wurde wirtschaftlich und sozial dadurch vollends in den Abgrund gestürzt, daß die politische Situation nach dem Putsch von 1991 instabil blieb, die internationale Zusammenarbeit auf Eis gelegt wurde, und die von den Vereinten Nationen und der OAS verhängten Wirtschaftssanktionen 1993 durch ein Ölembargo ergänzt und im Mai 1994 in ein totales Embargo umgewandelt wurden.
