1. Recognises that, as a train protection and signalling system, ERTMS is superior to the national systems to the extent that it should be cheaper as far as new acquisitions and maintenance are concerned – for instance because signal posts will no longer be necessary – safer at all speeds and under all circumstances in terms of troubleshooting and monitoring, and very often will enable line capacity to be increased substantially;
1. erkennt an, dass ERTMS ein Zugsicherungs- und Signalisierungssystem darstellt, das den nationalen Systemen überlegen ist, das - z. B. wegen der dann nicht mehr notwendigen Signalmasten - bei der Neuanschaffung und der Unterhaltung kostengünstiger sein sollte und hinsichtlich Fehleroffenbarung und Überwachung eine Sicherheitssteigerung bei allen Geschwindigkeiten und unter allen Gegebenheiten darstellt und sehr oft die Kapazität der Strecke erheblich erhöhen kann;
