Education, as a service sector, has been clearly exempted from its scope. Considering that every EU Member State has full responsibility for the organisation of their own education systems, that private primary and secondary education are exempted from the scope of this proposal and that access to all types and levels of vocational guidance, vocational training, advanced vocational training and retraining, including practical work experience, is already covered by Directive 2002/73.
Bildung als Dienstleistungssektor ist aus ihrem Anwendungsbereich eindeutig ausgeklammert worden in der Erwägung, dass jeder EU - Mitgliedstaat für die Organisation seines Bildungssystems allein zuständig ist, dass die privaten Primär- und Sekundarschulen aus dem Anwendungsbereich dieses Vorschlags ausgeklammert sind und dass der Zugang zu sämtlichen Arten und Ebenen der Berufsberatung, der Berufsausbildung, der beruflichen Weiterbildung und Umschulung, einschließlich praktischer Berufserfahrung, bereits von der Richtlinie 2002/72 abgedeckt ist.
