The Schengen Agreement on the phasing out of controls at common borders was signed on 14 June 1985 between France, Germany and the Benelux countries, in the context of intergovernmental cooperation, as not all the Member States of the European Community at that time were in favour of opening up the European area to the free movement of persons, whether they were European citizens or from third countries.
L’accordo di Schengen relativo alla soppressione graduale dei controlli alle frontiere comuni è stato firmato il 14 giugno 1985 tra Francia, Germania e Benelux, nell’ambito di una cooperazione intergovernativa, dal momento che su questo tema non tutti gli Stati membri della Comunità europea condividevano l’idea di aprire lo spazio europeo alla libera circolazione delle persone, fossero queste cittadini europei o di Paesi terzi.
