Recognises that the gaps in regulation, supervision and control of the financial sector, as well as certain policies of international financial institutions, made it impossible to prevent the crisis, amplifying instead its negative effects; underlines that, contrary to what happened in developed countries, such conditions have sharply reduced the capacity of developing countries to react to the economic slowdown through the adoption of fiscal stimulus measures;
17. räumt ein, dass die Lücken bei der Reglementierung, der Aufsicht und der Kontrolle des Finanzsektors sowie gewisse von den Finanzinstitutionen verfolgte politische Strategien sich als unwirksam erwiesen haben, die Krise zu verhindern, sondern sogar deren negativen Auswirkungen verstärkt haben; unterstreicht, dass im Gegensatz zu dem, was in den Industriestaaten geschehen ist, solche Auflagen die Fähigkeit der Entwicklungsländer, auf den Wirtschaftsabschwung durch die Annahme von steuerlichen Anreizmaßnahmen zu reagieren, drastisch verringert haben;
