It is therefore still not appropriate that the new rules apply to services where the transfer of funds from the payer to the payee or their transport is executed solely in bank notes and coins or where the transfer is based on a paper cheque, paper-based bill of exchange, promissory note or other instrument, paper-based vouchers or cards drawn upon a payment service provider or other party with a view to placing funds at the disposal of the payee.
Daher ist es nach wie vor nicht angemessen, die neuen Vorschriften auf Dienste anzuwenden, bei denen ausschließlich Banknoten und Münzen vom Zahler an den Zahlungsempfänger transferiert oder transportiert werden oder der Transfer mit Hilfe eines Schecks in Papierform, eines Wechsels in Papierform, eines Schuldscheins oder anderen Instruments, eines Gutscheins in Papierform oder einer Karte, die auf einen Dienstleister oder eine andere Partei gezogen sind, zwecks Bereitstellung eines Geldbetrags an einen Zahlungsempfänger erfolgt.
