Zum Interesse eines Beamten oder ehemaligen Beamten an der Aufhebung der Beurteilung seiner beruflichen Entwicklung ist darauf hinzuweisen, dass diese Beurteilung ein Werturteil darstellt, das von den Vorgesetzten darüber abgegeben wird, wie der beurteilte Beamte in dem betroffenen Zeitraum die ihm übertragenen Aufgaben erfüllt und sich im Dienst verhalten hat, und, unabhängig von ihrem zukünftigen Nutzen, einen schriftlichen und förmlichen Beweis über die Qualität der Arbeit des Beamten darstellt.
