These could, for example, include the need to consider a wide range of possible solutions (see the vision for sustainable urban transport in Annex 2), the need to integrate transport and land use planning, the need to set targets (decided at the local level), the need to monitor progress and to communicate this, as well as the obligation to consult citizens, businesses and other stakeholders.
