Notes that, prior to the beginning of the EU-IMF assistance programme initiated in the spring of 2010, there was a dual fear associated with the 'insolvency' and 'non-sustainability' of the public finances of Greece as a result of the constantly declining competitiveness of the Greek economy and long-run fiscal derailment, resulting from low effe
ctive corporate tax collection, with the government deficit reaching 15,7 % of GDP in 2009, up from -6,5 % in 2007, and the debt-to-GDP ratio continuing on an upward trend since 2003 when it stood at 97,4 %, reaching 107,4 % in 2007, 129,7 % in 2009 and 156,9 % in 2012; is of the opinion that
...[+++] the problematic situation of Greece was also due to statistical fraud in the years preceding the setting-up of the programme; welcomes the decisive action by the Greek government to urgently and effectively address these problems, including by establishing the independent Hellenic Statistical Authority in March 2010; notes that the gradual uncovering of statistical fraud in Greece had an impact on the need to readjust multipliers, forecasts and proposed measures; recalls that because of the European Parliament’s insistence Eurostat (the statistical office of the European Union) is now endowed with powers and means to deliver a solid basis of reliable and objective statistics; 5. stellt fest, dass vor dem Beginn des im Frühjahr 2010 eingeleiteten EU-IWF-Hilfsprogramms eine doppelte Befürchtung im Zusammenhang mit der Zahlungsunfähigkeit und der fehlenden Tragfähigkeit der öffentlichen Finanzen Griechenlands infolge der ständig abnehmenden Wettbewerbsfähigkeit der griechischen Wirtschaft und der aufgrund der wenig effektiven Erhebung von Körperschaftsteuern seit Langem aus dem Ruder gelaufenen Finanzen bestand, und das öffentliche Defizit 2009 15,7 % des BIP erreichte, nachdem es 2007 noch bei -6,5% lag, und der am BIP gemessene Schuldenstand seit 2003, als er bei 97,4 % lag, kontinuierlich anstieg und 107,4 % im Jahr 2007, 129,7 %
...[+++] im Jahr 2009 und 156,9 % im Jahr 2012 erreichte; ist der Auffassung, dass die schwierige Situation Griechenlands auch auf die gefälschten Statistiken in den Jahren von Einrichtung des Programms zurückzuführen war; begrüßt das beherzte Handeln der griechischen Regierung, um diese Probleme vordringlich und wirksam anzugehen, auch durch die Einsetzung des unabhängigen Hellenischen Statistischen Amts im März 2010; weist darauf hin, dass sich die nach und nach aufgedeckten statistischen Betrügereien in Griechenland darauf ausgewirkt haben, dass Multiplikatoren, Prognosen und vorgeschlagene Maßnahmen neu angepasst werden mussten; erinnert daran, dass Eurostat (das Statistische Amt der Europäischen Union) dank der Beharrlichkeit des Europäischen Parlaments nun mit den Befugnissen und Mitteln ausgestattet ist, um eine solide Basis für zuverlässige und objektive Statistiken zu liefern;
