vincial and federal assemblies ...[+++], as well as election of the presidents of the assemblies, etc.
Dieser Plan bestand aus 4 Teilen: 1) Einsetzung vom Volk gewählter Kommunalräte (das geschah im August 2001), 2) Vorbereitung von Provinz- und Bundeswahlen mit Gründung einer Wahlkommission, Vorbereitung von Wahllisten, Ausweisen usw. sowie Durchführung einer Reihe von Verfassungsänderungen, 3) Durchführung des eigentlichen Wahlverfahrens und 4) Übertragung der Regierungsgewalt auf zivile vom Volk gewählte Provinz- und Bundesparlamente, sowie Wahl von Parlamentspräsidenten usw.
