In accordance with the Commission statement to the European Council (8) regarding Article 10(3) of the ETS Directive on the use of revenues generated from the auctioning of allowances, EEA States may use those revenues, between 2013 and 2016, to support the construction of highly efficient power plants, including new power plants that are carbon capture and storage (CCS)-ready.
