Indeed, Community veterinary legislation explicitly recognizes that the harmonious operation of the common market organizations in animals implies the dismantling of zootechnical and veterinary barriers to intra-Community trade and that the free movement of animals is a fundamental feature of the EU markets and facilitates the rational development and the optimum use of the factors of production.
