Die Union verfolgt entschlossen die Strategie Europa 2020, mit der ein intelligentes, nachhaltiges und integratives Wachstum angestrebt wird und die dabei die Rolle von Forschung und Innovation als wichtige Motoren für den gesellschaftlichen und wirtschaftlichen Wohlstand und die ökologische Nachhaltigkeit unterstreicht, und hat sich selbst das Ziel gesetzt, die Ausgaben für Forschung und Entwicklung anzuheben, um private Investitionen für bis zu zwei Drittel der Gesamtinvestitionen zu gewinnen und dadurch bis 2020 insgesamt 3 % des Bruttoinlandsprodukts (BIP) zu erreichen und einen Indikator für die Innovationsintensität zu entwickeln.
