Those block exemption Regulations exempt most common forms of agreements in the fields of production/specialisation up to a market share threshold of 20 % and in the field of R D up to a market share threshold of 25 % provided that the agreements fulfil the conditions for application of the block exemption and do not contain "hard core" restrictions ("black clauses") that render the block exemption inapplicable.
