Despite the fact that the ETS emission cap decreases to around -21% by 2020 compared to 2005 and continues to decrease after 2020, in principle giving a legal guarantee that major low carbon investments will be needed, the current large surplus of allowances, caused in part by the economic crisis, prevents this from being reflected in the carbon price.
Obwohl die Emissionsobergrenze des EU-EHS bis zum Jahr 2020 gegenüber 2005 um rund 21 % gesenkt wird und nach 2020 weiter sinken wird, womit im Prinzip eine rechtliche Garantie dafür gegeben ist, dass Investitionen in CO2-arme Technologien in großem Umfang benötigt werden, verhindert das derzeitige erhebliche Überangebot an Emissionszertifikaten, das zum Teil auf die Wirtschaftskrise zurückzuführen ist, dass sich dies im CO2-Preis widerspiegelt.
