b) die Auswahl geeigneter wesentlicher Leistungsbereiche auf der Grundlage des ICAO-Dokuments Nr. 9854 „Global Air Traffic Management Operational Concept“, die mit denen im Leistungsrahmen des ATM-Masterplans festgestellten Leistungsbereichen abgestimmt sind, einschließlich der Bereiche Sicherheit, Umwelt, Kapazität und Kosteneffizienz, und die gegebenenfalls an die besonderen Erfordernisse des einheitlichen europäischen Luftraums und an die einschlägigen Ziele für diese Bereiche angepasst sind, sowie die Festlegung einer Reihe von wesentlichen Leistungsindikatoren für die Leistungsmessung;
