2. Asks Member States and regions to put effective information and support systems in place so as to enable micro-enterprises and SMEs to benefit from EU funding, and also to adopt ambitious measures as part of the joint risk-sharing mechanism by blending EU budgetary resources, i.e. from COSME, Horizon 2020 and the European Structural and Investment (ESI) Funds; notes, furthermore, that the economic and financial crisis has made it hard for micro-enterprises and SMEs to obtain bank loans, and emphasises, therefore, the role of financial instruments as a new means of supporting SMEs in the 2014-2020 programming period;
2. fordert die Mitgliedstaaten und Regionen auf, wirksame Informations- und Unterstützungsmechanismen vorzusehen, damit Kleinstunternehmen und KMU die europäischen Fonds nutzen können, und außerdem ehrgeizige Maßnahmen als Teil des gemeinsamen Mechanismus für die Risikoteilung anzunehmen, indem Mittel aus dem EU-Haushalt, d. h. Mittel für COSME, Horizont 2020 und die europäischen Struktur- und Investmentfonds (ESI-Fonds), kombiniert werden; stellt fest, dass es durch die Wirtschafts- und Finanzkrise für Kleinstunternehmen und KMU schwierig geworden ist, Darlehen zu erhalten, und unterstreicht daher die Rolle von Finanzierungsinstrumenten als Mittel zur Unterstützung von
