D. in der Erwägung, dass solche Naturkatastrophen in Folge der sich abzeichnenden Klimaveränderung immer häufiger auftreten, dass die Wiederholungsgefahr groß ist und dass in diesem Zusammenhang die Naturkatastrophe vom 10. September 2000 an der Jonischen Küste Kalabriens, als der Beltrame über die Ufer trat und den Campingplatz „Le Giare“ in Soverato zerstörte, nicht als Warnung gedient hat,
