Stresses that in order to achieve optimal results for sustainable growth and development on the ground, solidarity and cohesion; priority should be given to the improvement of synergies between all funds of the EU budget that have an impact on economic development and to an integrated approach between different sectors, the development of result-oriented policies and, where appropriate, the use of conditionalities, the ‘do no harm’ and ‘polluter pays’ principles, success factors and performance and outcome indicators;
22. unterstreicht, dass zwecks Erzielung optimaler Ergebnisse im Hinblick auf nachhaltiges Wachstum und Entwicklung vor Ort, Solidarität und Kohäsion der Verbesserung von Synergien zwischen sämtlichen Mitteln des EU-Haushaltsplans, die sich auf die wirtschaftliche Entwicklung auswirken, und einem integrierten Ansatz zwischen den verschiedenen Sektoren, der Entwicklung von ergebnisorientierten Politiken und – soweit zweckmäßig – dem Einsatz von Bedingungen, dem Grundsatz der Schadensvermeidung und dem Verursacherprinzip, Erfolgsfaktoren und Leistungs- und Ergebnisindikatoren Priorität eingeräumt werden sollte;
