This new Association Agreement, which replaces the 1975 Agreement and the successive adaptation Protocols, is of particular importance for a number of reasons: - firstly it represents the natural extension and development of the already very close relations which have existed
for a considerable time between Israel and the European Union as well as its Member States, and which reflect a common vision of society based on the same values of democracy, pluralism, the rule of law, full respect for human rights and the principles of the market economy; - it is designed to support Israel
in the Middle East ...[+++]peace process, thus contributing to the success of that process by enabling Israel to act as a driving force in fostering economic and social development in the region; - it is the first Euro-Mediterranean Association Agreement to be signed with an Eastern Mediterranean country in the context of the new agreements which it is planned to conclude in establishing the Euro-Mediterranean partnership; this partnership aims to impart a new dimension to the Union's relations with its Mediterranean partners and enable it to participate at bilateral and regional level in the development of that region in a climate of peace, security and stability; - it therefore represents, against the background of the Euro-Mediterranean Conference to be held in Barcelona on 27 and 28 November 1995, a tangible achievement in the new and durable scheme of relations with the Union's Mediterranean partners, founded on a Euro-Mediterranean partnership covering three major areas: political and security matters, economic and financial matters, and social and human matters.Diesem neuen Assoziationsabkommen, welches das Abkommen von 1975 und die aufeinanderfolgenden Anpassungsprotokolle ablöst, kommt ganz besondere Bedeutung in mehrerlei Hinsicht zu: - Es stellt zunächst die natürliche Fortführung und die natürliche Weiterentwicklung der bereits sehr engen, langjährigen Beziehungen zwischen Israel und der Europäischen Union sowie ihren Mitgliedst

...[+++]im Friedensprozeß im Nahen Osten unterstützen und auf diese Weise zum Erfolg dieses Prozesses beitragen, indem Israel in den Stand gesetzt wird, als Antriebskraft bei der wirtschaftlichen und sozialen Entwicklung in der Region zu wirken. - Es ist das erste Europa-Mittelmeer-Assoziationsabkommen, das mit einem Anrainerstaat des östlichen Mittelmeers im Kontext der neuen Abkommen unterzeichnet wird, die im Rahmen der Errichtung der Europa-Mittelmeer- Partnerschaft geschlossen werden sollen; Ziel dieser Partnerschaft ist es, den Beziehungen Europas zu seinen Partnern im Mittelmeerraum eine neue Dimension zu verleihen und auf bilateraler oder regionaler Ebene an der Entwicklung dieser Region in einem Klima des Friedens, der Sicherheit und der Stabilität teilzunehmen. - Es stellt damit im Hinblick auf die am 27. und 28. November 1995 in Barcelona stattfindende Europa-Mittelmeer-Konferenz eine konkrete Verwirklichung des neuen dauerhaften Schemas für die Beziehungen zu den Partnerländern im Mittelmeerraum auf der Grundlage der Europa-Mittelmeer- Partnerschaft dar, die drei Hauptaspekte umfaßt: einen politischen und sicherheitspolitischen Aspekt, einen wirtschafts- und finanzpolitischen Aspekt sowie einen sozialen und humanen Aspekt.
