By explicitly including social rights, the Charter of Fundamental Rights goes beyond the Universal Declaration, and this is necessary in order to affirm that people's rights are 'collective rights' and not only 'individual rights'. Supporting this principle makes it possible to protect rights of all the peoples, the minorities, the weakest and the poorest: they are the ones most at risk from human rights violations.
Indem die Charta ausdrücklich auch die sozialen Rechte umfasst, reicht sie sogar über die Allgemeine Erklärung hinaus - dies ist notwendig für die Feststellung, dass die Rechte des Einzelnen auch "kollektive Rechte" und nicht nur "individuelle Rechte" sind: Durch Unterstützung dieses Grundsatzes kann es gelingen, die Rechte der Völker, der Minderheiten, der Ärmsten und Schwächsten zu verteidigen, die am ehesten Gefahr laufen, Opfer systematischer Menschenrechtsverstöße zu werden.
